The National Association of VOCA Assistance Administrators (NAVAA) is a nonprofit organization dedicated to ensuring all crime victims have access to quality services, resources, and support. Representing the state agencies responsible for distributing federal Victims of Crime Act (VOCA) funds, we help these resources reach those most impacted by violence and harm. As a strong advocate for VOCA assistance, crime victims’ rights, and the services that support them, we work to safeguard the Crime Victims Fund and promote legislative improvements to support responsible, transparent, and sustainable management of these resources.

What we do:

We serve as the go-to source for advice, support, and expertise on VOCA, working closely with national policymakers, victim service organizations, and criminal justice coalitions on legislation and policy that affect victims.

We promote best practices, strengthen the administration of VOCA funds, and connect VOCA administrators nationwide to share ideas and solutions.

We collaborate with other victim-focused organizations to create a stronger network of support for survivors.

We work to increase public understanding of available programs, services, and rights for crime victims, connecting victims with the assistance they need, fostering community understanding of their needs, and building support for adequate funding.

We offer training, resources, and peer support to help VOCA administrators deliver effective services.

⚖️ Influencing Policy & Strengthening Sustainability

We advocate for local, state, and federal policies that improve victim services and secure funding through grants and events to sustain our mission. We also champion victims’ rights and services, actively engaging in policy development and advocacy initiatives at the national level.

History

Established in 2001 by state VOCA administrators, NAVAA brings together state government agencies administering Victims of Crime Act (VOCA) formula assistance funds in all 50 states, the District of Columbia, and the U.S. territories to strengthen victim assistance programs nationwide.

NAVAA’s Board of Directors includes 13 state VOCA assistance administrators, eight of whom serve as regional representatives responsible for maintaining communications with the jurisdictions in their assigned region. This leadership model ensures NAVAA’s direction is shaped by the direct experience and expertise of those who manage VOCA programs every day.
