The National Crime Victims’ Rights Week Community Awareness Projects (NCVRW CAP) is intended to help communities increase the general public’s awareness of the rights and services for victims of crime.
It is expected that approximately 90-100 projects will be funded. The maximum amount of funding for any project is $5,000.
Public agencies, nonprofits, community-based victim service organizations, faith-based organizations, tribal organizations, and community coalitions with a commitment to advocating for the rights and services of crime victims are encouraged to apply. Nonprofit organizations without 501(c)3 status that serve crime victims or are VOCA funded are also eligible to apply.
Projects should highlight strong community collaborative relationships. Applications from individuals will not be considered for funding. Individuals are encouraged to work in partnership with an organization or community coalition.
Yes, all eligible organizations and coalitions may apply although jurisdictions that have never or not recently received financial support for NCVRW public awareness projects may be given preference over communities that have recently received support.
Activities supported with NCVRW CAP funds generally fall into one or more of the following categories:
- a public event at which individuals physically attend in-person (e.g., candlelight vigils, information or resource fairs, 5; walk/runs, memorial services);
- mass media advertising (e.g., newspaper, radio, or television ads, billboards, mass transit or movie theatre ads, including social media);
- the production, publication and distribution of printed materials (e.g., brochures, posters, victims’ rights cards, resource directories); and/or
- the production and distribution of promotional giveaway items (e.g. bracelets, buttons, t-shirts, grocery/tote bags) that relate to NCVRW.
The purpose of this initiative is to increase the general public’s awareness about National Crime Victims’ Rights Week, victims’ rights and available services. Therefore, the following activities are considered eligible for reimbursement under this program:
- Purchase of advertising in print media, radio, television, or outdoor advertising to promote NCVRW events, victims’ rights, and available services.
- Printing of promotional NCVRW materials, such as posters, invitations and fliers.
- Support of NCVRW event speakers (not to exceed $650 per day for each speaker plus travel expenses not to exceed the allowable Federal rates).
- Purchase of supplies and materials used in public awareness events and activities.
- Rental of space to conduct NCVRW activities and events (subject to certain restrictions).
- Indirect costs are allowable pursuant to the federal Uniform Guidance, 2 CFR part 200.
The following will not be approved for reimbursement under this initiative:
- Salary or cost of staff time.
- Food, beverages or refreshments.
- Entertainment.
- Costs associated with a fundraising activity.
- Bar charges or alcoholic beverages.
- Cash prizes and gift cards.
- Costs associated with professional training and other events not open to the public.
- Lobbying
Applicants are required to read the Applicants’ Guide and should also consult the DOJ Grants Financial Guide for a list of unallowable costs.
The date(s) of each proposed activity or event must be included in the description in section 2 of the a-pplication (do not include planning or preparation time). Projects may be 1-day or longer events, activities and initiatives occuring during or in proximity to NCVRW, April 21-27, 2024. Extended events, such as those lasting several months or an entire year, may not be funded.
No. However, there should be some evidence of collaboration and partnerships; financial commitments from other sources is one form of collaboration that should be considered and described in section 4b. of the application.
Yes. NAVAA will attempt to acknowledge receipt of all applications. Most communications will be by e-mail to the Project Contact identified in the application; therefore it is important that the application include a current, accurate, and valid e-mail address. If you do not receive an acknowledgment within 3 working days of the submission date, please contact cap@navaa.org.
Final funding decisions are made by OVC. NAVAA anticipates notifying all applicants of the status of their request by January 2024.
NCVRW CAP is a reimbursement program; funds cannot be drawn down in advance. After National Crime Victims’ Rights Week, all selected organizations will be required to submit an After-Action Report/Reimbursement Request detailing their NCVRW activities and requesting final reimbursement for approved expenses. NAVAA will usually reimburse the organization several days after approval of a complete After-Action Report.
Use of the NCVRW Resource Guide, which is designed to provide free resources and assistance to organizations and communities attempting to highlight victims’ needs, rights, and services, is not required to receive funding. However, in order to encourage a consistent national message promoting National Crime Victims’ Rights Week, applications will be judged on the extent to which they incorporate the use of the NCVRW theme, logo and colors in their projects. NAVAA does not produce or distribute the Resource Guide.
No. The use of the OVC logo is restricted to project materials provided by OVC or NAVAA or that have otherwise received prior approval from OVC. Other uses of the Office for Victims of Crime, Office of Justice Programs (OJP) or U.S. Department of Justice logos are prohibited.
Yes. As in previous years, 2024 NCVRW Community Awareness Project subgrantees will have several forms of technical assistance available. NAVAA will provide professional consultation to the selected projects, including online webinar presentations and discussion, a special listserv for NCVRW Community Awareness Projects, distribution of new “CAP TIPS,” a series of ideas and suggestions, and individual project consultation and advice. The 2024 NCVRW Theme is How would you help? Options, services, and hope for crime survivors. Although the colors and logo are not yet available, applicants must indicate in their application how they intend to incorporate NCVRW elements into their Community Awareness Projects. Selected projects will be required to demonstrate compliance with their intended use of the colors, theme and logo in order to receive reimbursement.
