The Association’s major activities include fostering communications and networking among VOCA assistance administrators through its website and operation of several listservs; providing training and technical assistance by conducting annual VOCA National Training Conferences and Peer-to-Peer meetings; and being a voice for victims’ rights and services by actively participating in policy development advocacy activities.

NAVAA’s goal is to:

  • To strengthen the exchange of information and communication among its members; and
  • To provide its members with training and technical assistance to effectively respond to the issues and challenges of supporting those services.

Here are some of NAVAA’s member services:

NAVAA Web Site – has important information regarding administration of VOCA victim assistance grants and the Crime Victims Fund.  Especially valuable is the “Members Only” areas.  You can subscribe to the “Members Only” section by clicking on the “Members Only….register” link on the home page.

Advocacy –NAVAA’s major responsibility is to represent state VOCA assistance agencies in advocating with Congress on important policies relating to crime victims and victim assistance services, particularly with respect to an adequate level of VOCA funding.  We are the national resource for information relating to VOCA and the Crime Victims Fund and collaborate with many other victim advocacy and criminal justice organizations.  We also maintain constant communications with the Office for Victims of Crime, often carrying out important projects and studies for OVC, many of these are designed to improve VOCA victim assistance programs.

NAVAA is the “go-to”  VOCA consultant for its advice, support and expertise for national policy makers. We are in close contact with Members of Congress and congressional staff, including the Congressional Crime Victims’ Rights Caucus, and other national victim- and criminal-justice organizations and coalitions, on a host of VOCA and other victim-related legislation and policy issues. Our main effort, of course, is to protect the Crime Victims Fund and to seek legislative improvements to help members manage VOCA funds in a responsible, accountable and sustainable manner.

“Peer to Peer” meetings for VOCA administrators. These semi-structured, facilitated roundtables provide attendees with engaging discussions, networking and a wealth of shared information and materials. The sample forms, policies and documents distributed at these meetings are available through the Members’ Only area of this website.

The “Members Only” area is really a comprehensive online resource center that contains a wealth of information and links to documents and other material you may find of value.  For example, there is an archive of discussion threads on various topics that have been posted on our VOCA-VA listserv,  and collections of State forms, policies and documents used to administer VOCA assistance programs.    Access to the “Members Only” sections is limited to managers and staff of state VOCA assistance administrative agencies.

NAVAA listservs – NAVAA also hosts several listservs just for VOCA assistance administrators and staff.  The interactive VOCA-VA listserv is intended for VOCA assistance administrators and staff to share experiences, post questions and exchange views. Subscribers to VOCA-VA are also subscribed to the TTAC listserv which is intended to serve as a communication channel with OVC Training and Technical Assistance Center (OVC TTAC); the TTAC listserv also includes subscriber from state crime victim compensation programs. Our third listserv, VOCA-News is for news, updates, announcements and other one-way messages. There are over 350 subscribers to our listservs which, like the NAVAA Web site’s “Members’ Only” areas, is restricted to VOCA Assistance administrators and staff; others, such as VOCA subrecipients and Federal agency staff do not have access to our listservs in order to encourage free and open discussions among colleagues.

VOCA National Training Conference – With support from the Office for Victims of Crime, NAVAA conducts an annual training conference.

NAVAA Regions

There are eight (8) NAVAA regions with 7 jurisdictions in each with an assigned regional representative from the NAVAA board. The basic duty of regional representatives is to facilitate communications between the state VOCA assistance administrators in their region and the Board.

Region 2: Delaware, District of Columbia, Maryland, New Jersey, Pennsylvania, Virginia, West Virginia

Region 3: Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virgin Islands

Region 4: Alabama, Arkansas, Louisiana, Mississippi, Oklahoma, Puerto Rico, Texas

Region 5: Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, Wisconsin

Region 6: Colorado, Kansas, Missouri, Nebraska, North Dakota, South Dakota, Wyoming

Region 7: Alaska, Idaho, Montana, Nevada, Oregon, Utah, Washington
