National Crime Victims’ Rights Week Community Awareness Program Manager

The National Association of VOCA Assistance Administrators (NAVAA) is seeking a Program Manager to manage the day-to-day work of the National Crime Victims’ Rights Week Community Awareness Projects (NCVRW CAP).

NCVRW CAP funds public and nonprofit organizations to conduct activities that raise awareness of crime victims’ rights and available services. The Program Manager will oversee the annual program cycle, provide technical assistance to subgrantees, coordinate application review and project selection activities, and contribute to required reporting under NAVAA’s cooperative agreement with the U.S. Department of Justice, Office for Victims of Crime.

About NAVAA

NAVAA is the national membership association for state and territorial agencies that administer federal Victims of Crime Act (VOCA) victim assistance funds. NAVAA provides training, technical assistance, and peer learning to VOCA administrators and serves as a VOCA resource for the victim services field.

NAVAA also advances crime victims’ rights awareness and advocates for VOCA assistance and the services victims rely on. We work to safeguard the Crime Victims Fund and promote legislative improvements that support responsible, transparent, and sustainable management of the Fund.

Primary Responsibilities

• Coordinate the NCVRW CAP solicitation, application review, and project selection processes.
• Review applications, prepare project summaries, and provide administrative assistance to the NCVRW CAP Review Committee.
• Serve as the principal contact for subgrantees on program, administrative, management, and budget matters, including program requirements, allowable costs, and required documentation.
• Maintain complete and organized program records, including application, modification, reimbursement, and reporting documentation.
• Review program and budget modification requests and provide consultation during project planning and implementation.
• Prepare and present webinars for applicants and subgrantees.
• Develop program communications and resource materials for subgrantees.
• Review expense documentation, reimbursement requests, and after-action reports.
• Contribute to interim and final reports submitted to OVC.
• Perform NAVAA administrative duties, including membership administration, and contribute to VOCA education and advocacy activities and mass violence resource work.

Qualifications

• Knowledge of crime victims’ rights and services provided by public agencies and community organizations.
• Understanding of federal financial assistance principles, including the DOJ Grants Financial Guide.
• Strong writing, speaking, and analytical skills.
• Ability to explain program requirements and summarize complex applications, reports, and data.
• Ability to maintain organized program records and documentation.
• Working knowledge of Microsoft Word, Excel, internet-based applications, and Google Drive.
• Relevant education or at least three years of experience in nonprofit, public-sector, grant-funded, or comparable program operations.

Position Details

• Employment status: Full-time
• Classification: Exempt
• Location: Remote
• Salary: $75,000–$90,000 annually, commensurate with experience and qualifications
• Benefits: Employer-funded health reimbursement through a QSEHRA, 403(b) retirement plan, paid vacation and sick leave, paid holidays, and remote work.
• Anticipated start date: Mid-November 2026

The position reports to the NAVAA Executive Director.
