Emergency Federal Law Enforcement Assistance (EFLEA)

The Emergency Federal Law Enforcement Assistance (EFLEA) Program 

AEAP funds may not be used for law enforcement investigative expenses. However, responding to mass violence may place significant strain on law enforcement resources. If state or local governments need additional funding for law enforcement expenses related to the incident, they may contact the Bureau of Justice Assistance about the Emergency Federal Law Enforcement Assistance Program. EFLEA provides funding to state and local governments facing extraordinary law enforcement emergencies and may help cover law enforcement costs incurred during an ongoing threat.

To qualify, the State Administering Agency for BJA’s Edward Byrne Memorial Justice Assistance Grant (JAG) Program must document, on behalf of the state’s chief executive officer, that the emergency was uncommon, required a law enforcement response, posed or threatened serious or widespread harm, and that state and local resources were insufficient to protect lives or enforce the law. Costs incurred after the threat has ended do not qualify under EFLEA guidelines.
